Rails Error: unable to access log file

Now the application is working fine on local system but everytime when I start the WEBrick it shows the error about log file -

Rails Error: Unable to access log file. Please ensure that C:/Documents and Settings/pravin/Desktop/breakout/log/development.log exists and is chmod 06
66. The log level has been raised to WARN and the output directed to STDERR until the problem is fixed.

Just create the log folder
